You'll find these amulets being drop by various monsters. You can use these on the Sunstone Gauntlets to imbue a moderate spell to it. You can also turn these in to Balthazar, Royal Guardian stationed outside of Lin at 54.8S 74.4E for elixirs that can be used on the gorgets acquired from the dungeon behind Balthazar. In order to gain access you'll have to complete the Gelidite Library quest and pull the skull lever. Before you can turn the amulets in you'll need to talk to an Agent of the Arcanum for a letter to give to Balthazar.
