Start of by talking to Coron Usgin in Zaikhal. He's on the 2nd floor of the building with the Jeweler. He will instruct you to bring a Sunflower to Lilly of Glenden Wood to get the Sunflower Oil. Lilly of Glenden Wood is located just outside of the town Glenden Wood at 32.0N 27.2E. The Sunflower is randomly spawn in the forested areas of North and South Osteth according to Coron Usgin. Once you have the Sunflower Oil bring it back to Coron Usgin. By giving him the oil he'll give you a book and a carving knife. The book tells you exactly what you need to craft the horn.

You'll need to get a Niffis Shell (large pinkish one) from a Sephal Niffis, Undead Femur Bone from a Lich Lord, Grievver Tibia from a Virulant Grievver and a Tusker Slave Tusk from a Tusker Slave. I found it easy to get the Niffis Shell from the water fall near the Sanctuary. The first level of Black Spawn Den has a decent collection of Tusker Slaves. Note: The carved pieces are no give/drop except for the carved niffis shell. Once a pipe is attached to the base it's no give/drop till it's completed. The completed horn can be give/drop.
